On November 18, 1958, the District Judge, who is made respondent herein, entered an order denying petitioners application for leave to proceed in forma pauperis in his attempt to file a petition for habeas corpus. The petitioner has made application to this Court for leave to proceed here in forma pauperis and for the issuance of a writ of mandamus which would require the District Judge to grant petitioner leave to proceed in forma pauperis in the District Court.
